Burglars added variation and randomness in gameplay, but were possibly removed from The Sims 4 for sensitivity reasons.

You will need to load a household in each neighborhood and either cheat off the "Sharing is Caring" NAP, or use influence points to repeal the NAP in each and every Neighborhood it is enacted in. If you do not want NAPs auto enacted, you can turn them off in the game settings.

You can also use the map to teleport to the crime scene. The crime scene is always a random house. You'll be tasked to interview witnesses or look for clues. Clues are fairly easy to find: just look for any miscolored area on the ground as if someone sprayed paint on it, or any dislodged and damaged objects.

You can do that through manage world. Click on the household and choose to manage it then split them up and you should be able to either move the split Sims into another household (which you can play if you choose too but don't have too) or just delete them.

On the Gameplay screen there will be an "Autonomy" section that should say either "Full" or "Off" on it. Click on that to change it. Then in the very bottom right corner click "Apply Changes".
