If Fling is used in a Player vs Wild Pokemon/Trainer then the item is lost permanently. If you mean you use Fling at the end of the battle, you lose the item. If you use Fling and THEN recycle, you get the item back. In the Battle Tower you will get the item back after every battle (Unless recycle is used).
